When is the term “immigration” used, and when is “inflow” used? According to Mediendienst Integration, the two terms are often used interchangeably: “However, policymakers have established a substantive distinction: Officially, a person is only considered an immigrant if their entry and residence were planned and approved from the outset as permanent.”
