Dublin Procedure
The so-called Dublin Procedure (Dublin Regulation) came into effect throughout the EU on September 1, 1997. It is an agreement between all EU member states as well as Switzerland, Norway, and Liechtenstein. It stipulates that an asylum seeker’s application must be examined in the country where he or she first crossed the EU’s borders.
